Unlocked Phone Question

I need some help on this. I am in America and am on Cincinnati Bell. I am looking into getting an unlocked phone and moving over my SIM card and use it. I currently have X texting and a good number of talk minutes, but NO DATA. Is it possible to buy an unlocked phone that takes WiFi, add my SIM card in it, and ONLY use the Wi-Fi for net and never have to get a data plan and keep my plan I have now? Anyone got any idea?
Like I want to buy this phone the change over my Sim and just use the WiFi

You can, just make sure you turn off the cellular data in settings on the phone.

Yeah you can, but if I were you i'd turn off the cell's internet just in case
