If you decide to go down the HTC root, my advice is root that bastard and install a vanilla ROM. HTC Sense is a resource hungry user interface.

If your IP addresses match then you are using the same connection to access the internet. This more or less means that whoever this person is uses the same connection as you at your house. Chances of this being your Brother are high as are changes of it actually being you.
