The best program to use would be 7-Zip if you just want to open .rar files. It's open source and absolutely free but it can't actually create .rar files.
WinRAR is what they call Shareware but for some reason after the free trial is over you can still use the same program, I dunno if this is just a ongoing glitch or bug in the source code. When I use Windows I usually use 7-Zip for my file archiving needs.

When I had to get it again for my Mac, I saw that it was downloadable as a trial and I was confused as to how I got it the first time on my PC because I had it on there for like two years.
